They present different, sometimes mutually exclusive ways they claim are 'the best' to approach given problems. When there's wild disagreement on what the 'best' solution to something is, then _perhaps_ it's not really been solved.

This claim is backed up by whatever article it was I found a year back or so in which a random forum-goer online compared and contrasted TOGAF/MoDAF/DoDAF/Zachman - in which one conclusion was basically that they all are bloated and ultimately suck.
